"Always On" is not available on all devices, you using a Moto X phone by chance? In my case it is "From any screen" - Works when the screen is on or the device is charging.

By not hands-free, I also meant that I need to remove the phone from my pocket, where it usually resides, vs. just calling out to the Amazon Echo, (if it's nearby). Also there is a hit on battery life associated with "Always on" which might not be worth the tradeoff.
On the other hand, I have my old GS4 permanently plugged in on my desk, constantly showing the feed from my security cameras. It responds nicely to OK Google.
My Other web server is Dropbox.
