CAB wont ScrollToChar if no titles for that char

I have noticed that the ScrollToChar command does nothing if you don't have a title matching the character. I have a 0 at the beginning of my cab ToolBar which used to reliably get you back to the start, but now it does nothing because I don't have any titles starting with 0. Also my X button is useless, etc..

I'll take a look at it. It used to go to the closest previous match, and should easily be able to still do that, though the mechanism behind that first character match thing is totally different now.
