Something that needs to be dealt with here, and I updated the first post to reflect it, is that scene controller that exist purely to send triggers to CQC shouldn't have a field created for them. The field should only get created for validly controllable scenes. This way, user logic can assume any SCNE# field is a real, controllable scene. For scenes purely to trigger CQC the field is useless and misleading.
For some systems where there can be many different scene controllers, this is going to require some configuration to tell us how to treat each one, since it's not just something that can be set device-wide during driver installation.
There aren't many drivers affected by this, but it'll need to get addressed, if not for 4.7 then for the next release.
