If you search on jackpc, you'll see threads on it.
That one seems to be the Windows CE version, i think some later versions run XP. CE means you'd have to use the DNV, so you couldn't do everything you can do in the normal Interface Viewer. Most notably, no overlays or alpha-based transparency images (ie, nonsquare images have to be handled specially).
