2 is the command. There's no component id in the thermostat commands since there's only one instance of such at any given integration id. 2 is to set the set point. The command is clearly correct. The only thing I can think of is that the thermostat is in a mode where it will not accept set points, but I don't know what that would be.
Does this maybe happen if you keep sending set point commands quickly? Maybe it'll only accept them so fast.
Or maybe it only happens if you try to set them to within a couple degrees of each other? The thermo may restrict how close together they can get or some such.
