Yes, the logs still say noconfiguration file found.  Its a single machhine and I am creating the file on the same machine where the CQC web server is running.

OK, are you sure that's where you actually have CQC installed? I.e. it's not just an old directory, but you actually have CQC pointing somewhere else? Open the CQC Comand Prompt and do:
SET CQC_DATADIR and hit enter. See where it says the data directory is pointing.

That was it!  I uninstalled CQC and reinstalled it from a backup the other day.  So, while I thought I was running CQC from C:\Program Files (x86)\CQC\...    I was really running it from C:\Users\Desktop\CQCBackup-20170107...
As soon as I ran the CQC commcand prompt I could tell I was in that directory.  Unfortunately all the other times I ran the command prompt I wasn't using the CQC one, but the one found in the Windows System folder or I would have noticed it right away.  I know I restored it from the backup but have no idea how CQC ended up installing there. Whats the best way to put CQC back where it belongs so I can avoid this kind of problem in the future?  Do I need to do a complete reinstall? Thanks, Rich

Stop the CQC services. Rename the current CQC directory, just in case. Then make another one. Copy the CONTENTS of the backup directory (which should Bin and CQCData directories inside it) into the new CQC directory. So you should have [cqc]\Bin and [cqc]\CQCData directories. Run the installer again and when it says it can't find an existing installation, point it at the correct place and let it update everything.

I finally have it working and in the right place, but I somehow managed to corrupt my most recent backup, and was getting an install fail error for a long time.  I used an older backup and everything is fine now, but I need a new license.
