Thanks, yes, I tried both your links and others found in various posts.  I think it has something to do with Chrome not liking that file and/or links.  The only way I was able to finally download it was to inspect the link and then click it in html code shown on the right side. 

Once I had the file, all went well with the rest of the upgrade.
