Install Error []dll is missing

I am coming from 4.4.
I just changed hardware and got 4.4 running fine.
Today I am trying to upgrade from 4.4 to 5.2.1
I am remote desktop into the CQCserver with admin priv
I stopped the cqc service
I ran a command shell using admin priv and ran 5.2 installer from that.

It starts unzipping the installer, but then I get:
The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem. 

I redownloaded and retried and got same problem.

The Advantech server is running Windows Embedded 8.

Yeh, that could happen on a system like that. That file is available from MS as part of some package. If you search the forum for that file name you'll find some other folks who have had the issue and what to download. I think it's a Visual C++ library that normally is there but in some cases, and maybe Embedded is one, it's not by default.
